How to transfer vehicle from one state to another state in India


Hi All,

I am writing this blog to explain to you the process of transferring the car from one state to another state in India. This blog is a result of my experience that I had when I moved from Delhi to Bangalore and took along with me my Maruti Alto.

When I moved my car from Delhi to Bangalore, I did not have any idea of the complexity involved in the transfer or the fact that you need to pay the road tax again in the state where you are bringing the car. If I had known about these facts before, I WOULD HAVE NEVER MOVED MY CAR from one state to another. For a car invoiced at 2.87 L, I had to pay around 40K in Bangalore just as road tax. And this is given the fact that 15K which was taken by the transport company were reimbursed by my company. It would have been much better if I had sold the car in Delhi and bought a new/second hand car in Bangalore.

Anyways, since I got trapped in this cycle of getting the car transferred, I am mentioning below the steps, I had to undertake:

(1)    I went to the RTO office 2 months after coming to Bangalore to enquire about the process to get the car transferred. I was informed that I would need following documents:

a.       Original RC

b.      Insurance

c.       Pollution certificate

d.      Original Invoice

e.      NOC from the RTO, Delhi

(2)    I had all the documents with me except for the NOC which was a news for me. This NOC is basically a document by Delhi RTO stating that they don’t have any issue if the vehicle is transferred to another state. I contacted my relatives in Delhi and requested them to visit RTO get the NOC.

(3)    They approached the RTO but as happens in any Govt office, it was very difficult to get the information. Eventually, they approached an agent who promised to get the NOC for a cost of Rs 3500. The actual fee for the NOC is around 50-100 Rs.

(4)    We continued to follow up with the agent for NOC for two months. He gave various reasons for NOC not being available ranging from there were rains and all files got drenched in water, there was a fire in the office, some files got burned, RTO officers are working on identifying what is damaged and getting the NOC will take some time.

(5)    After 1 month, my relative went directly to the RTO and with the grace of God, we was able to push for the work getting done and I got the NOC 15 days after that.

(6)    Once I had the NOC which was around 5-6 months after arriving in Bangalore, I went back to the RTO office to apply for transfer.

(7)    I was informed by the officers in RTO Bangalore that I will first have to get the address changed for my car and also pay the road tax. Applying for the new Karnataka number will be done only after that. There were some 8-10 different forms to be filled (Form 6, Form 10, Form 27, Form 28, Form 30 etc – these were all Central motor vehicles act forms. There were some Karnataka State motor vehicles act forms also which I had to fill.)

(8)    The clerk in the RTO only gave me 2 forms, she did not have other forms and suggested that I get it from the photocopy shop below.

(9)    I went to the shop, got all the forms, filled all of them.

(10)When I submitted the forms at the counter, the superintendent only picked up 3-4 forms and rest all were returned back to me. (You can judge the level of mis-communication in the RTO office).

(11)She took all the documents from me, calculated the road tax which is around 13-14% of the invoice value. Since my car was 1.5 years old, I was given a discount of 7% of the calculated tax. For an invoice of 2.87 Lakh, tax after discount came to around Rs 38200.

(12)You can only deposit tax upto 3000 in cash. Beyond that, they need a Demand Draft. So I had to come back home. I applied for the DD over netbanking. Got the draft in 4-5 days and I again went back to RTO office.

(13)I deposited the draft and got the receipt for the road tax. In addition to that they also put penalty of around 1500 on me as I should have got my address changed in 30 days of coming to Bangalore. Since I was approaching them after around 6 months, they put the penalty on me. I deposited even that as well.

(14)However, this time, I was informed that I will have to obtain two additional documents:

a.       SCRB Report (State Crime Records Bureau) need Vidhan Saudha in Bangalore. This report will indicate that my vehicle is not stolen. They gave me a letter which would help me in getting the SCRB report.

b.      I will have to obtain the vehicle inspection certificate from the RTO inspector. This will indicate that vehicle is physically present in the state and a Govt officer has seen it with his eyes and the vehicle is in driving condition.

(15)I had to come back home again and plan for going to the SCRB on a working day. I took a half day leave, went to SCRB office and to my surprise, I got the letter in just 15 mins (there was no other customer there).

(16)I again went to the RTO for getting the vehicle inspection done. I went around 10:30 AM which is the opening time of the office. I had thought I would get the inspection certificate and then complete the remaining formalities. When I checked with the people there, I was informed that inspector sits on the main road near the RTO as he has to inspect the private and commercial vehicles and they suggested me to come in the afternoon around 1 PM. Since I could not wait for that long, I came back home.

(17)I went again around 1 PM after a couple of days, only to be told that inspector already did one round of inspection and he has headed back to his chamber for lunch. The next round of inspection would happen around 3 PM. I again came back home.

(18)Again after 2-3 days, I went around 12.15 PM. There was a person (definitely not the inspector) who was sitting on the Govt table and chair and was filling forms for a lot of commercial vehicles. I checked with him when will the inspector come, he told me that he would come around 1-1.30 PM. I was sceptical from my previous experience. I waited for some time but since there was no sign of the inspector, I thought he would have cancelled his pre-lunch inspection cycle. At 12.45 PM, I was about to leave for home when inspector came over. He asked me to take the imprint of the engine number and chassis number on the car into the form. I ran around, bought a pencil, somehow took the imprint.

(19)Inspector signed on the form but also wrote something on the back side of the form. I was assuming that it would be some code for the clerk to take fixed amount from me. He then asked me to go back to the RTO office for further processing.

(20)I went back to the office. I had to take signatures of the main officer in RTO on my inspection certificate. There was a big line (mostly of people wanting a driving license), the peon somehow put me in front of the queue. I went in, got the signatures and I was done. To my surprise, no asked for any money. Probably, it was a lucky day for me.

(21)I then went back to the Superintendent who had calculated the road tax for me. He checked all the documents and asked me to submit it to the front office clerk. The front office clerk took all the documents and gave me a date 3 weeks later to come and collect the new registration documents.

(22)I went to the RTO on the designated date at 4 PM (The delivery time is 4 PM to 5 PM). For 45 minutes, no one took pains to search for my file and complete the process even though there were not many people there.

(23)When I again requested them, they said my Delhi RC is a smart card and they cannot change address on that. They need a booklet form of RC for changing the address. So they asked me to deposit another Rs 105 to get the paper booklet.

(24)The cash counter was closed for public dealing even though there was a person sitting there. To my surprise, a lady officer took money from me, went to the cash counter from inside the office and got it done. She then also went and got the paper RC prepared.

(25)What I got now was a RC (registration certificate) which was a Karnataka booklet but the registration number still remained the Delhi number. They just changed the address in that to my Bangalore address and mentioned that I have paid Karnataka road tax. They also took my original Delhi RC (never to be returned back).

(26)This completed first part of the process. After so much ordeal, I converted my smart card RC into a paper RC with just the address changed and Road tax paid mention in the booklet.

(27)I asked the superintendent about the next steps and how I will get a Karnataka registration number. She told me that NOC that I had submitted in duplicate (the one which I got from Delhi, you would get 2 copies of the NOC and you need to submit both in Bangalore RTO) will be sent back to Delhi for confirmation that it is not fudged and Delhi office actually issued that NOC.

(28)She told me to come back after 3 months and enquire with them if they received any response from Delhi. If they would have, I will get the Karnataka number only then.

(29)I went to the RTO office after 3 months to check if they received any response from Delhi. The lady there told me that I have to apply again for Karnataka number and submit the following documents:

a.       My original paper RC that I got from Bangalore RTO

b.      Insurance

c.       Pollution certificate

d.      An application on plain paper requesting RTO for a Karnataka number

(30)The lady told me that only when I submit this application, they will check if they got any response from Delhi. If they did not receive anything, process will continue.

(31)I came back home from the RTO.

This is the current situation. I still need to apply for a Karnataka number as per step 29. The only thing I have gained from this whole process is that it is mentioned in my RC that I have paid Bangalore road tax. If a traffic officer catches me, he cannot fine me on that account. Getting a Karnataka number is going to be another round of struggle in the RTO I guess.

One thing I am definitely sure of is that if and when I leave Bangalore, I am not going to take this car with me. I will sell it here in Bangalore only. It would be easy to sell a Karnataka number car in Bangalore hence I will still pursue to get it.

As and when I complete that process, I will update this blog with more information.

My advice to anyone who intends to transfer a vehicle from one state to another would be read through the above process and get yourself mentally prepared for all the hassles you are going to face. I did not pay any bribe in the whole process and I did not approach an agent. Probably, going through an agent (which definitely means spending money on bribe) might have made my life easier but I guess since this was the period in which Anna Hazaare was protesting against corruption, this has some impact on my psyche as well.

Writing after over 3 years. Since I had a booklet form of RC with Bangalore address and it also mentioned that I have paid road tax in Bangalore, It was good enough for me. It would have kept me out of any troubles.


But eventually, I decided to sort out the issue and get the Karnataka Number so that when I decide to sell the car, I can do it smoothly.


In the meantime, I happened to visit RTO for two my other vehicles - for one vehicle - to get the address changed and for the second - getting the bank hypothecation removed. To my surprise, the situation has improved significantly. Was it because the RTO changed its office to a larger setup or because of improved governance, I am not sure. Any way, I was able to submit the above two requests for 2 of my other vehicles in around 2 hrs. The RTO made me run around from counter to counter, counter to Photocopy shop, back to counter, back to shop for envelope etc but still, I could complete all of that in 2 hrs. I am yet to receive the revised RCs for the changes I have submitted but hopefully, they would process it (keeping fingers crossed).


The above experience encouraged me to try my luck on my original Delhi Vehicle to try and get a Karnataka Number. Hence:


(1) I visited the RTO next week keeping entire first half day of Saturday just for this job. Reached office around 10 AM. They have clearly pasted instructions on what all is required to get the vehicle transferred.(2) Since I have shifted house from the address mentioned in the paper booklet RC, I had planned to just give the request for change of address and in the process trying to get the Karnataka number. 
(3) The officer came after 1/2 hr. I submitted my form. As expected, he asked for NOC and Tax paid receipt. I told him all of that was submitted 3 years back. For my luck, it accepted.
(4) He calculated the charge for change of address and issuance of smart card.
(5) One point in my favor was that if RTO accepts the request for change of address and issues smart card, it is improbable that they would issue me an RC containing Delhi registration number. Hence issuance of Karnataka Number is inbuilt into this request.
(6) When I went to pay the fee for address change (around Rs 500), the cashier told me that there is tax outstanding. Get it cleared from the officer.
(7) This was a big shock for me as I had already paid the tax. Went back to the officer and the officer asked me to get the tax cleared from the backend and gave me a person's name. After chasing multiple people in the RTO, I eventually came across the DBA (Database administrator) who kindly ran some queries in the backend to clear the tax issue.
(8) Went back and submitted the fee.
(9) Stood in a line for over 1.5 hrs to get the signatures of the transport Officer. he also signed without issues.
(10) Submitted the form and got an acknowledgement that I would be sent RC in 2-3 months else they asked me to come in September and enquire.


So this is where it stands. I am expecting Smart Card RC for all 3 of my vehicles now. Keeping the fingers crossed hoping that work would be done as expected.


Will update here when I get the RC (or face further issues).

  2. I am in the same boat as you. Did not pay any bribe and may be that's why still suffering. Though My case is 2 years long. lol. I had brought my 2 wheeler from Delhi. Submitted dd and whatever it takes. I have even got the Karnataka registration. But, the number change has still not been done. I too have not paid any bribe till now.

    1. hey for that verification .... if you read the receipt it says if as in your case the delhi rc do not respond in 45 days then the present state rto has to issue the necessary numbers.... i cornered the vasai road rto likewise .... and so after 3 yrs got my number, but still to get my rc book

  11. We brought our Scooty from Cuttack to Bangalore, Got NOC from Home RTO and paid Road Tax in Bangalore. Is this enuf to ride the bike here? Or a re-registration is must? Does NOCs have an expiry date? Can insurance be renewed only once the change of address is done? I am pretty confused... Pls advice

  16. Hi , i have got my car from Bangalore to Delhi, and i was informed by someone from car shworoom that NOC is not required now, everthing is computiersed. hence i did not get the same from there..

    No in delhi they are asking for it, i have no body in Bangalore to help me in this. Can any body pleae advise..

  19. Yesterday, I spoke to one of RTO Police mama :) standing near signal, As per him if you are going to stay in Banagalore for not more than 1 year then you don't need to do anything (Bike TRansfer formalities). Not sure if it is correct information. Please confirm if anyone is aware.

    1. You can claim the refund of your Road Tax amt Mihir from Bangalore RTO..once the vehicle is re-registered in Hyderabad (and it might turn out cheaper coz Bangalore has one of the highest Road Taxes in India..!!)

  22. What are the provisions relating to Inter State transfer of vehicles?
    When a Motor vehicle registered in one State has been kept in other State for a period exceeding twelve months the owner is required to obtain a new registration mark to be assigned by the registering authority within whose jurisdiction the vehicle then is in terms of section 47 of the Motor Vehicle Act 1988.

  30. For people working on country wide transferable posts / jobs in Govt Departments/Private Companies particularly in a Bank where inter-sate transfer of postings are rampant & frequent , it looks horrible and costly affair to get the vehicle transferred to other Indian states.

    The Govt. Machinery esp. Centre Govt. should ponder over this rule and every effort should be on making rules which people can obey rather forcing people for opting not to obey.

  31. Does anybody know that how much is the official fine for not transferring from one state to another. (not talking about bribe). If i say that i will change my current job in next few months and will go in some other state and hence i do not want to transfer my vehicle. If my driving licence is valid in all over India..then why not my car.... Is it really an offence?

    Thanks for the detailed blog. I as planning to move my car to bangalore but now it seems a good idea to sell it here.
    Just to mention for other, If you are moving from:
    Other state to hyderabad --> NOC Not required, only pay road tax and thats it. I have used my Maharashtra registered car in hyderabad for more than 2 years.

    Other State to Delhi/Noida --> No NOC, no road tax required, I have been using my MH number car in delhi from last two years.

  41. I too had to go through this painful process as I didnt want to pay bribe nor go through agent. It was to pay the Karnatake road tax and I had to go to RTO thrice to be ignored and shuttled around by clerks. Even after paying 15 year road tax, I am scared to take my bike out thinking about the entire process if they charge me with something esle.

  42. How true, all of it, and all the comments posted herein. I transferred my Honda Activa scooter from Trivandrum to Pune. There is one additional level of hassle one has to go through if you are transferring your vehicle from Kerala to any other state. When you apply for NOC in Kerala they do not give you the RC book and the original NOC. They say that they will send it themselves to the destination RTO. No problem in that; they do it very promptly. But the Pune RTO kept on saying for six months that they have not received the papers. Till I barged into the RTO's office and through his good offices looked at their incoming dak. The papers were all there, received in Pune RTO within one week of my submitting them in Trivandrum. After that the process was as described; except that, I took the help from an agent who took care of bribing whoever had to be bribed. At least I got my new registration number.

    My car is register in AP and I moved to delhi one year before so i took the the NOC form AP and on the NOC it is written “NOC cut to New DELHI(South)”….Now for some reasons i could not register my car in delhi and have to move to another state (Himachal) permanently …So please let me know if ican use the same NOC to register my car in himachal pradesh .If not what i need to do in this case…

    1. hey Kapil..you will need to apply for a NOC again in AP for a transfer to Himachal..which means..if am not wrong..you and vehicle..both might need to be in AP physically. That's what I vaguely recall when I got my NOC procedure done 8 years back..(things might have changed/been simplified now..but it took visits to lot of places at that time including NOC from Commissioner office, etc.)

      May be you can check at Andhra RTO portal.

    Please let me know this.

    I took NOC for my vehicle and moved from state A to State B. The life time tax for vehicle at state A is already paid.

    Its been more than 2 years in state B for me. I am trying to update my address of state B and re register the vehicle there.

    I am facing a problem as I am asked to pay lifetime tax for vehicle at state B and also a penalty of 100% as it seems after NOC is issued, the life time tax already paid expires.

    Please tell me if this is correct. Do i need to pay this penalty.?

This is the pathetic situation in our country. Do not complain about corruption.

    Secondly, there are already couple of 'advertisements' from brokers aka scavengers here.

    Let me tell you what is real humiliation!!.. My friend who doesn't know how to drive, never visited any RTO and got his license done. I paid numerous visits for around 3 months to get my license. According to Indians, my friend is the 'smart' person and I am pretty dumb!! Enjoy this great country friends!!..

  53. Hats off to your doggedness and fortitude. And, I completely agree - just not worth the hassle transferring a vehicle, unless a prized possession.

    I guess this is what the government means when they let us know, through DD ads, that we should strive towards national integration. Shameful that this sort of anachronistic practices are still followed. It's a car, not a firearm or other form of arsenal, for heaven's sake.

    1. It is not compulsory to take new Registration. You can simply pay the tax in the new state and drive... but you wont get any tax refund from the Origin state unless you re register in the second state ... Anyway, A country where Re registration process is so long , Refund of tax will be a wildest of the Wildest Dream in reality

    3. First point - a traffic constable cannot Challan you for non-payment of road tax. His job is to ensure vehicle is being driven in accordance with road rules. If you are wearing belt, driving in limits, not crossing red lights, have insurance and RC, he cannot do anything.

      There is another team of people from Regional Transport Office (RTO) who can impound the vehicle on the spot if they suspect anything. You can prove in the court you were here for 1 week or 1 month. You can also go on a 3 month Vacation, no one stops you. But then you would have proofs for that (hotel accommodation), leave application from your company etc. The RTO people were actively impounding vehicles in Electronic City until a year back when a stay came from High Court. Right now, the stay is going on so no problem in driving. you don't need to pay road tax also. But god forbid, if the verdict comes that you need to pay the road tax, they will take penalty for last 2-3 years since you moved but did not get the address changed.

  68. I suggest, read the bare RTO Act and then proceed. Also use the RTI Act whenever required. May engage an advocate instead of an agent.

    1. Advocate would not change the procedures. If procedures are made in this manner, what would an advocate do? The whole idea in the RTO office is how to dismiss an application and shoo away the people. Unfortunately, a lot of people after a lot of running around indeed meet all their flimsy requirements and they are then forced to work else they would try and find every single rule in the book to reject your application.

  73. If the owner desires to remove or sell his 2 wheeler or 4 wheeler vehicle to other state, required documents are:
    Form no. 28 (3-Copy) .
    RC book original.
    Valid Insurance photocopy.
    Emission Test certificate copy.
    Chassis Pencil Print Impression on White paper (3-4 Copy).
    Name and address of the person who needs NOC.

I am selling the car at around a lakh . also i had bought it second hand and now for that they are asking or the taxes on the original 4 Lakh price of the car.. which comes around 35,000. so for selling a car for 1 lakh .. i,ll have to pay 35,000 extra now..:D

    1. You can drive anywhere in India but as a tourist. If you have moved to another city, change of address needs to be completed in 30 days of moving else they put Rs 200 per month penalty until you get the address changed.

  83. There are two things I experience in life
    1) Try to be better person and follow all the rules. Doing so will make you better person in front of others and you will get feel good factor. Moreover it’s a psychology thing that I have not done anything wrong and keep your mind in peace.
    2) Take risk. What worse could happen? At max challan? And that too possibility is will never be official as that money will go in bribe (unless ofcourse you ask for receipt). In this case still you are not doing anything wrong, just you are not getting into system to make it right.

    People in Bangalore who either experienced it or learned from others, well they don’t bother to get in all these paper work just drive their car and amount of challan they pay in years never reaches near to the amount and kinds of mental trauma they would have faced while sorting all that faced by Abhishake in the above blog.
    I will say it’s a world of information and if one has it on time with right resources these all trouble can be avoided and again psychology thing would prefer point one above.

    1. They used to impound the car if road tax has not been paid. You would need to pay the road tax and get the vehicle freed. So going through the above is not a choice but a compulsion.
      Thanks to the High Court stay, they cannot impound the vehicle right now until a verdict comes.
      If I had a choice, I would also not get into all the trouble mentioned above.

    I have been thru all these hassles as mentioned by Abhishek. My case was transfer from Delhi to Dibrugarh (Assam). D whole smart card wala issue was driving me nuts.
    Got hold of an agent at RTO sheikh sarai he asked for an astounding amount. N d reason he told me 'Sir ji aapki car Civic autocmatic hai upar se hybrid hai, kya pta aapko Dibrugarh me hybrid wali gadi chalane denge ya nhi?' He asked me a totla of 54k. He will complete the papers in Delhi n d Assam part has to be seen by my personally.
    I took some time n gave his idea thumbs down. Straightaway I went to d office bearers and asked them to simply explain me the process he said d whole process would cost me few hundred bucks n I can drive d car peacefully in Assam using DL number after paying their tax.
    So my suggestion is to plan few days in advance and get with the whole vehicle transfer process officially. Dont go for any Dalla or agents rather try for an official.

  89. Nice and very vey informative blog. I am moving to Pune from Banglore and will be taking my car (Maruti Swift 2007 model) along. It was registered in Karnataka (bangalore in Sep '07). I need some help pertaining to the following:
    What is the time duration till when I can use my car with registration from another state and without paying LTT in Pune? AFAIK, it is 6 months/1 year in many places.
    Can I use the car by just paying LTT but not changing the registration and running with my KA number? Will showing the tax receipt to the cops work?
    Approx how much would the tax be?
    Really how does the Octroi work? Tried but couldn't understand it well. Where is it applicable and for whom/what? And how much is to be paid?
    There is no loan on car but its on my sister's name.

  90. this RTO interstate transfer process is still same in all regions... there is no "good service" or "good governance" RTO process , All RTOs are coming under "NIC of delhi" and all vechile information is available ..... all the use same software to store vehicle information current owner and state of vehicle such address, NOC issued etc.....but not sure why they wanted to "reconfirm" if the NOC issued is original... that to through postal process and there is clear cut service-level agreement for the money that citizen pay... now it shows all we live in "independence India?".... any state RTO process is USELESS TO anyone... may be for few instance you got some quick work....

  91. we are forced to be slave of old system of manual work whereas we are living in electronic age.I think balance tax should be transferred to the transferee RTO from Transferring RTO .and the Transferee RTO office should go through A National HOT list of vehicles be prepared and updated by police Departments at every headquarters before issuing new registration Numbers.If any difference and charges remains to be paid that can be paid by the vehicle owner. For additional safety , Govt. can connect The UID and PAN nos. to every Vehicle. But we are still to learn to behave properly in a parliamentary system.

Now i again moved back to jharkhand do i need to re-register and pay the tax in jharkhand since i have not claimed my old tax in jharkhand ?

    1. I don't think you need to pay the tax again since you have not claimed it back. But you would need to get NOC from Bangalore RTO and get your address changed again to that of Jharkhand. and you need to do it within 30 days of moving to avoid paying the penalty.

    1. There are 4 activities to be completed for transfer of vehicle from one state to another:
      (1) Change of address - By law, it is mandated to get the address changed within 30 days of moving house irrespective of you move within a state or from one state to another.
      (2) Paying the Road Tax in the destination State.
      (3) Getting the Registration number in the destination state
      (4) Getting Smart Card RC
      The order of the above depends on the mood of the RTO person. The NOC is required from the origin state (this should ideally be required only for item 3 but they can ask for it for any of the item 1,2,3).

I came back to Pune in 2007 with same MH12 number and thought my bike would be in my name in Pune. So is my understanding correct? If not do I need to go to Chennai RTO or Pune RTO as it seems RTO charges hugely for such past cases

    1. The process is same.

      However, there is currently a high court stay on impounding vehicles of other states by the RTO dept Karnataka. Till that stay order is there, RTO cannot impound your vehicle for non payment of road tax in Karnataka.

      Please be aware, traffic police can never challan you for this. If you are following all traffic rules, they cannot challan you. Only RTO officials have authority to impound and that too is blocked right now due to court case.

      Once the decision comes, you may need to pay road tax depending now on the verdict.

  137. I'm currently stuck in the same situation. I'm transferring my Honda city which is over 13 years. I have already paid 8k to a broker for the address change and now they are asking 35k as WB tax for a such an old vehicle. I'm stuck as I cannot revert as I've already got a NOC and have paid 20k for transportation. I will still have to pay further for number change. If I ever knew would nev to ever had taken my vehicle. Serious advise to everyone not to do an interstate vehicle transfer.
